FROM PROJECT TO GOVERNMENT PROGRAM.

The Ministry of Education has encouraged policies aimed at Initial and Continuing Training, promoting the qualification process, which involves preparing to perform a task or function. In the State of Espírito Santo, the 10-year period of these policies can be translated into three initiatives: Rede Formar (2011-2015), Project OportunidadES (2017-2018) and Program Qualificar (2019-current). The objective of the research is to describe the chronology of public policies for professional qualification, offered in the communities of that state. To this end, a descriptive bibliographical survey of public domain documents was carried out from 2011 to 2021. The evolution was evident in the political field with State Law 11308/2021 and in the educational field with the expansion of offers, internalization, public notices by induced demand, qualification for the world of work and encouragement of entrepreneurial activities as income generation.
