Based on the historical circumstances that resulted in Decree nº 5.154/2004, the study proposes to analyze the market conditions that govern Professional Education in Brazil. Through the theoretical assumptions that made High School Integrated with Professional Education possible, it seeks to highlight the intertwining of education with the requirements and prerogatives of the business community. It problematizes the connections inherent to High School and its integration into professional education and affirms that the model used in the state of Ceará with the State Schools of Professional Education reinforces the structural dualism and the pragmatic and efficient rationalism that governs the labor market in the country.
